Safety is the cornerstone of our operations. We are seeking an experienced Site Safety and Health Officer (SSHO) with extensive federal construction experience to lead and enforce project safety programs on federal construction projects in Sacramento, California.
This role requires a strong field presence, deep understanding of EM 385-1-1, and the ability to lead safety compliance across multiple trades and subcontractors while maintaining strict adherence to federal and military safety standards.
Position Overview
The Site Safety and Health Officer (SSHO) is responsible for implementing and enforcing all safety and health requirements in accordance with EM 385-1-1, OSHA 29 CFR 1926, and federal contract safety standards.
The SSHO will oversee all site safety activities including inspections, documentation, training, incident investigations, hazard analysis, and subcontractor safety coordination. This role serves as the primary point of contact for safety compliance on federal construction projects and has authority to stop work when unsafe conditions exist.
Key Responsibilities
Safety Program Management
Develop, implement, and maintain Accident Prevention Plans (APP) in compliance with EM 385-1-1 and federal contract requirements
Prepare and review Activity Hazard Analyses (AHA) for all definable features of work (DFOW)
Maintain all project safety documentation including inspection logs, safety reports, near-miss reports, and training records
Ensure compliance with OSHA, EM 385-1-1, Cal-OSHA, and federal construction safety regulations
Site Safety Oversight
Conduct daily jobsite safety inspections and hazard assessments
Monitor high-risk activities including: Fall protection systems, Scaffold operations, Roofing operations, Heavy equipment and telehandler operations, Crane and rigging activities
Enforce proper housekeeping, PPE compliance, and hazard mitigation
Maintain Safety Data Sheets (SDS) and chemical safety compliance
Training & Communication
Lead daily safety briefings, toolbox talks, and safety orientations
Train field personnel and subcontractors on safety policies and procedures
Promote a proactive safety culture focused on hazard identification and prevention
Incident Investigation & Reporting
Investigate incidents, near misses, and accidents
Conduct root cause analysis
Implement corrective actions to prevent recurrence
Maintain detailed safety incident reports and documentation
Compliance & Coordination
Coordinate safety compliance with superintendents, quality control managers, and subcontractors
Ensure all safety submittals are approved before construction activities begin
Prepare documentation using construction management platforms such as Procore, RMS, QCS, or similar systems
Participate in project meetings and compliance audits
Required Qualifications
Experience
Minimum 10+ years of construction safety experience
Minimum 10+ years serving as SSHO on federal construction projects
Experience working on USACE, NAVFAC, VA, or other federal construction projects
Experience implementing EM 385-1-1 safety programs
Certifications (Required)
EM 385-1-1 40-Hour Certification
OSHA 30 Construction Certification
Fall Protection Competent Person
Scaffold Competent Person
Knowledge & Technical Skills
Strong knowledge of: EM 385-1-1, OSHA 29 CFR 1926, Federal construction safety compliance
Experience preparing: Accident Prevention Plans (APP), Activity Hazard Analyses (AHA), Daily Safety Logs, Safety Inspection Reports, Incident Investigation Reports
Proficiency in:
Microsoft Office (Excel, Word, Outlook, Teams)
Construction management platforms (Procore, RMS, QCS, or similar)
Additional Requirements
Ability to obtain military base access
Ability to pass background check and drug screening
Valid driver's license
Ability to lift 50 lbs and work in active construction environments
Ability to remain on site during all active work shifts
Preferred Qualifications
Certified Safety Professional (CSP)
Bachelor's degree in Occupational Health & Safety, Environmental Health, or related field
Experience working on federal healthcare or hospital construction projects
CPR / First Aid / AED certification
Experience using USACE RMS or NAVFAC QCS systems
