Job Description
The Senior Quality Engineer - Defense Programs supports the launch and execution of U.S. Government (USG) and Department of Defense (DoD) production contracts by translating contractual and technical quality requirements into executable manufacturing controls, objective evidence, and customer deliverables. This position serves as the primary Quality representative for PM CAS and other Government/customer Integrated Product Teams (IPTs), working in collaboration with the assigned Program Manager. The role also supports the overall plant quality system, suppliers, and manufacturing teams to ensure requirements are understood, planned, executed, documented, and delivered on time.
RESPONSIBILITIES:
Serve as the primary Quality representative for assigned USG/DoD programs, including PM CAS IPTs, program reviews, technical meetings, and launch/readiness activities, in coordination with the assigned Program Manager.
Review contracts, technical data packages, drawings, specifications, quality clauses, Contract Data Requirements Lists (CDRLs), Data Item Descriptions (DIDs), and related customer requirements to identify applicable Quality requirements and deliverables.
Prepare, coordinate, and collect Quality content and objective evidence required to support CDRL submissions. Maintain visibility to Quality deliverable requirements, due dates, and readiness, and provide complete Quality inputs to the Program Manager in accordance with contractual timing.
Coordinate Quality-side communication and required inputs for Ammunition Data Cards (ADCs) and Worldwide Ammunition-Data Repository Program (WARP) submissions. Collect and verify required lot, component, material, inspection, test, deviation/waiver, and traceability information from internal functions and suppliers, and work with the assigned Program Manager and Government/DCMA representatives to support accurate, complete, and timely ADC preparation, review, submission, and approval.
Translate contractual and technical Quality requirements into inspection plans, control plans, manufacturing documentation, supplier flowdowns, First Article Inspection (FAI), qualification/test requirements, and acceptance criteria.
Support program launch and production readiness by identifying Quality gates, inspection/test capacity needs, special process requirements, qualification/FAI requirements, customer/Government approval points, and Quality-related program risks.
Coordinate Quality requirements and deliverables across Program Management, Engineering, Manufacturing, Supply Chain, Inspection, and external suppliers to drive actions to closure.
Support Government source inspection, surveillance, acceptance activities, and customer/DCMA reviews as applicable, ensuring required records and objective evidence are complete and available.
Maintain product inspection control plans and support completion and customer submission of First Article Inspection documentation.
Investigate nonconformances and assist Operations, Engineering team, and Quality Control staff in determining effective containment and corrective actions; communicate Quality status, risks, and open actions to internal leadership and the customer as appropriate.
Ensure Quality-related configuration changes, deviations, waivers, temporary changes, and customer approvals are identified and controlled prior to implementation by the cross functional team.
Create and revise Quality procedures, work instructions, and manufacturing Quality documentation; support internal audits and QMS improvements necessary to maintain ISO 9001 and AS9100 compliance.
Apply statistical process control and process capability methods to support process control, continuous improvement, and data-driven decision making.
Other duties as assigned or required by position or business need.
SKILLS AND QUALIFICATIONS
Required: Minimum 5 years of Quality Engineering, Program Quality, Manufacturing Quality, or related experience in a manufacturing environment, including direct experience supporting U.S. Government/DoD production contracts.
Required: Bachelor degree in Quality Management, Quality Engineering, Industrial Engineering, or similar Engineering discipline, or an equivalent combination of education and relevant defense manufacturing Quality experience.
Demonstrated experience interpreting DoD contractual Quality requirements, technical data packages, drawings/specifications, quality clauses, CDRLs, and associated DIDs.
Experience developing, coordinating, and collecting Quality documentation and objective evidence required for Government/customer deliverables and contractual due dates.
Experience participating in Government/customer IPTs, program reviews, technical interchange meetings, or similar program-level forums.
Knowledge of ISO 9001:2015 and AS9100D and experience applying requirements within a manufacturing environment.
Experience with First Article Inspection, inspection planning, configuration/change control, deviations/waivers, supplier flowdown, and corrective action via AS9102
Knowledge of statistical process control concepts including variation, stability, process capability, and data-driven decision making.
Effective and professional communication skills, both verbal and written, with the ability to clearly communicate technical Quality issues, risks, status, and corrective actions to internal and external stakeholders.
Strong organization, prioritization and time management skills with the ability to manage multiple contractual deliverables, priorities, and strict timelines.
Working knowledge of dimensional inspection methods and coordinate measurement machines; metal cutting/manufacturing experience preferred.
Computer skills including Microsoft Office; familiarity with Minitab, PC-DMIS, MeasurLink, and Quality management software preferred.
PFMEA, Control Plans, and Process Flow Diagram experience; Six Sigma experience and/or ASQ CQE preferred.
Experience with Army ammunition lot traceability requirements, MIL-STD-1168, Ammunition Data Cards (ADCs), and WARP.
: Direct experience with PM CAS, Picatinny Arsenal, Army ammunition/mortar programs, or similar DoD acquisition programs.
Preferred: Experience working directly with DCMA/Government Quality Assurance personnel, Government source inspection, surveillance, or acceptance activities.
