Role Purpose Statement The Senior Manager, Safety Training & Program Development is responsible for designing, scaling, and continuously improving comprehensive safety training programs across all Customer Service Centers (CSCs). This role ensures the development of standardized, high-impact training curricula, manuals, and learning systems that equip employees with the knowledge, skills, and behaviors required to perform work safely and effectively.
This leader owns the end-to-end lifecycle of safety training-from needs analysis and instructional design to deployment, governance, and effectiveness measurement-while ensuring alignment between operational practices, safety manuals, and training delivery. The role also serves as the central authority for safety training standardization and manual governance, driving consistency, compliance, and operational excellence across the network.

Knowledge, Skills and Experience Main Accountabilities Training Strategy & Program Development
- Develop and execute an enterprise-wide safety training strategy aligned to operational risk, regulatory requirements, and CSC business priorities
- Lead the design and development of scalable, competency-based training programs, including instructor-led, digital, and blended learning solutions
- Build standardized training curricula, including structured learning paths, certification programs, and role-based training frameworks
- Translate operational procedures and safety requirements into clear, effective training content, manuals, and job aids
- Design onboarding, recurrent, and advanced training programs that reinforce safety culture and ensure knowledge retention
- Establish training design standards, templates, and governance to ensure consistency across all CSCs
Standardization & Deployment Across CSCs
- Ensure consistent and standardized delivery of training programs across all CSCs through facilitator guides, certification processes, and train-the-trainer models
- Partner with Operations, Safety, and HR teams to ensure seamless execution and adoption of training programs at the station level
- Establish governance for training delivery, including compliance tracking, instructor qualification, and quality assurance
- Drive alignment between training execution and operational expectations to eliminate variability across locations
Safety Manual Governance & Alignment
- Own the development, maintenance, and revision control of the Ramp Safety Management System (RSMS) Manual and Safety Management Guide
- Ensure alignment between safety manuals, SOPs, and all training materials to eliminate gaps between documented procedures and field execution
- Lead the integration of procedural updates into training content, ensuring employees are trained on the most current standards
- Partner with Safety, Operations, and Training teams to validate accuracy and completeness of all procedural documentation
- Establish and manage a structured review and continuous improvement cycle for all safety manuals and training content
- Lead change management efforts related to manual and procedural updates, including communication, training rollout, and adoption tracking
- Monitor and audit alignment between manuals, training programs, and operational practices through RSOs, audits, and performance data
- Drive enterprise-wide standardization of procedures and training to prevent procedural drift and ensure compliance
- Support safety investigations and corrective actions by incorporating learnings into both manuals and training programs
