We are seeking an experienced Program Manager to lead and support the implementation of a new enterprise Laboratory Information Management System (LIMS) for a major public sector health institution. Working closely with executive leadership and senior project management, this role focuses heavily on organizational change management (OCM), stakeholder alignment, vendor management, and user acceptance coordination across laboratory and public health operational teams.
Key Responsibilities Oversee and project manage multiple complex schedules, tracking critical paths, milestones, dependencies, and deliverables. Lead Organizational Change Management (OCM) and strategic communications across multi-disciplinary teams, clinical stakeholders, and external software vendors. Maintain active decision logs, track risk mitigation strategies, and curate vendor feedback. Coordinate and manage the end-to-end User Acceptance Testing (UAT) phase for the LIMS replacement initiative. Formulate biweekly project status reports detailing milestone completion, resource capacity/allocation, schedule tracking, and executive decision-support metrics. Provide strategic advisory support for grant/funding application cycles and enterprise project gating deliverables.
Qualifications & Requirements Education & Certification: Bachelors or Masters degree in Business, Public Health, Information Technology, or a related field; active PMI Project Management Professional (PMP) certification required. Public Sector Background: Prior direct experience managing IT/enterprise projects within state government or public agency frameworks. Domain Experience: Proven project leadership or change management experience within a clinical care, diagnostic, or public health laboratory environment. Methodology & Tools: Deep proficiency in PMI PMBOK methodologies and the Microsoft 365 enterprise suite. Work Authorization & Clearances: Must reside and perform all work within the United States; successful completion of a comprehensive multi-week background verification is required prior to onboarding.
Working Conditions: Location: Hillsboro, OR (Hybrid: Onsite onboarding initially, followed by remote telework with onsite availability as needed) Engagement Type: Long-Term Contract (Estimated duration through October 2029) Work Schedule: Approximately 30 hours per week (PST business hours)
