Summary Objective The purpose of this position is to manage and coordinate administrative support services, including personnel, payroll, fiscal operations, records management, reception, office resource needs, employee relations, and other activities in support of daily office functions. This class works independently, under limited supervision, reporting major activities through periodic meetings. Examples of Duties ESSENTIAL FUNCTIONS The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary. Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Coordinates, assigns and reviews work and establish work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed. Coordinates resolution of problems, complaints and grievances. Participates in negotiating bargaining unit contracts, employee grievance appeals, mediation settlements, and disciplinary appeals. Supports department leadership communication to governmental agencies, commissions, task forces, committees or boards to discuss, explain or coordinate personnel functions, policies or procedures. Controls expenditures and receipts, oversees department cashiering functions, assists in budget preparations, and approves payroll records. Refers employees to employee assistance, social service, legal, medical, mental health and counseling providers. Establishes priorities, reviews assignments and projects, and delegates work and responsibilities to achieve objectives and goals. Manages, directs, and evaluates department staff; develops policies and procedures; and evaluates program effectiveness. Manages research, collection and analysis of data, and prepares reports on personnel activities and operations. Performs related work as assigned. PUBLIC HEALTH AND WELLNESS Serves as the primary liaison between Metro Human Resources and the department. Directs implementation and auditing of training and compliance programs. Oversees safety reporting process (OSHA, incident reporting systems). Ensures accuracy and compliance of organizational structure changes in HRIS systems (e.g. Workday). Supports development of business continuity and succession planning initiatives. Minimum Requirements MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS: Bachelors Degree in Human Resources, Business or Public Administration or related discipline. Four (4) years of office management, finance, business administration, employee or labor relations, or human resources generalist experience, including one (1) year of supervisory experience. EQUIVALENCY: An equivalent combination of education and experience may be substituted but must include one (1) year of supervisory experience. OTHER MINIMUM REQUIREMENTS: None. PHYSICAL DEMANDS: Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
