Role Name: Medicare Counselor and Advisor
Department: Elder Financial Safety Center (EFSC) Financial Stability Hub
Reports to: Senior Insurance Counselor
Employment Type: Independent Contractor
Schedule: Approximately 20 hours per week from October 1, 2026 March 31, 2027, with flexible hours based on client demand, including increased availability during Medicare Annual Enrollment.

Project Overview:
The Medicare Counselor and Advisor provides unbiased Medicare counseling, enrollment guidance, and coverage advocacy to older adults and their families. The contractor helps clients understand Medicare options, evaluate coverage based on their healthcare and financial needs, complete enrollment steps, and helps to resolve coverage concerns. This position requires strong Medicare knowledge, careful documentation, sound judgment, and the ability to explain complex information in clear, accessible language.
Scope of Work:
Provides unbiased, comprehensive one-on-one counseling to help clients understand Medicare Parts A, B, C, and D, Medigap, and Medicare Advantage policies through in-person, telephone, group sessions, or virtual appointments.
Guides clients through initial enrollment periods, special enrollment periods, and annual enrollment options so they can make informed coverage decisions.
Assesses each clients healthcare needs, financial circumstances, prescription drug needs, and current coverage.
Uses (link removed) and other approved resources to compare coverage options and explain costs, benefits, provider networks, formularies, and applicable assistance programs.
Research and helps resolve coverage issues and advocates with insurance carriers or other entities when appropriate.
Explains eligibility and application processes for Low-Income Subsidy/Extra Help, Medicare Savings Programs, and other available benefit programs.
Follows all applicable federal and state requirements, CMS standards, program procedures, confidentiality requirements, and ethical counseling practices.
Documents client contacts, assessments, options discussed, plan selections, referrals, and follow-up actions accurately and promptly in Salesforce.
Completes required training and continuing education to maintain current Medicare knowledge and any applicable counselor certification.
Provides timely follow-up, coordinates referrals, and performs other duties related to the contracted scope of work as assigned by the Director of the EFSC.
Education:
Associate degree or an equivalent combination of education and relevant experience required; bachelors degree in social work, human services, healthcare, business, or a related field preferred.
Relevant Medicare counseling, health insurance, benefits navigation, case management, or client service experience required.
Active state health insurance license or specialized Medicare counselor certification, such as SHIP or benefits counselor training, preferred.
Qualifications Include:
Deep, current knowledge of Medicare eligibility, Parts A, B, C, and D, Medigap, Medicare Advantage Plans, coordination of benefits, and applicable enrollment periods.
Working knowledge of Low-Income Subsidy/Extra Help, Medicare Savings Programs, and other resources that support older adults with limited income.
Experience using (link removed) plan finder tools, Microsoft Office, virtual meeting platforms, and client management databases.
Excellent active listening, interpersonal, verbal, and written communication skills.
Ability to explain complex insurance terms, options, costs, and requirements in clear, accessible language for older adults and their families.
Strong research, problem-solving, advocacy, organizational, and time-management skills.
Ability to maintain accurate, confidential records and meet documentation and reporting deadlines.
Ability to work independently, manage multiple client needs, and carry out assignments with limited supervision.
Ability to maintain impartiality and provide counseling free from insurance carrier influence or conflict of interest.
Flexibility to work additional or adjusted hours during periods of high demand, particularly Medicare Annual Enrollment.
The position requires regular use of a computer, telephone, online Medicare resources, virtual meeting platforms, and client management systems; the ability to conduct counseling in person, by phone, and virtually; and the ability to travel to assigned service or outreach locations as needed.
